EXECUTIVE SUMMARY

 

10- 5 mockupIn 2022, the Fishing Industry of Belize remained viable, healthy, and strong. The fishing sector continues to support Belize’s socioeconomic growth by providing jobs, ensuring food security, export earnings and to the overall socio-economic development of Belize. This year, the Fishing Industry provided direct employment to over 3,376 licensed fishers and directly benefited nearly 17,000 Belizeans. Under the leadership and guidance of the Ministry of Blue Economy and Civil Aviation, the Belize Fisheries Department, which has the legal mandate for the management, conservation and sustainable use of the fishery resources and the inland and marine ecosystems of Belize made good advancements despite resource constraints that prevent the full and efficient implementation of the annual work plans created by the various units of the Department.

The Caribbean Spiny lobster and queen conch continued to be Belize's top two fishery products. In 2022, export earnings for fishery products totaled US$26,133,959. This export value represents a slight decrease compared to 2021, when total exports of fishery products amounted to US$26,956,995.

In 2022, 977,940 pounds of market-clean queen conch meat were produced and exported, mostly to the United States. The total revenue was US$8,763,070, an increase of 11% from the revenue of $7,880,640.00 in 2021. Owing to the rise in demand following the lifting of COVID-19 restrictions in the United States of America, market prices for queen conch have marginally increased when compared to pre-COVID-19 market pricing.

EXECUTIVE SUMMARY

 

10- 4 mockupBarbados has a rich tradition of fishing with significant economic and cultural importance. An estimated 8,800 people are involved in the fisheries sector of Barbados1which accounts for approximately 8% of the workforce. Traditionally, flyingfish and dolphinfish by far dominated the species composition of the local fish catch. However the large-scale incursions of Sargassum into the region, that have for the last several years become annual events, significantly altered the catch rates of flyingfish and associated large pelagic species, especially dolphinfish, and thus altered the typical pattern of the species composition of the catch during the impacted fishing seasons/years. The Fisheries Division continued to fulfill its mission towards the management and sustainable development of the fisheries and aquaculture resources of Barbados for the benefit of our people, both present and future generations. During the pandemic, the operations of the division were significantly impacted resulting in the rescheduling of vessel inspection and the postponement of in-person training activities. Stakeholder consultations were held online in most instances and landing site visits were limited. Staff members pivoted and used Zoom and WhatsApp group chats to engage with clients and provide information and updates. The following initiatives were implemented during the reporting period.

INTRODUCTION

 

10- 3 mockupThe Commonwealth of The Bahamas demography and economy The Commonwealth of The Bahamas is an archipelago of roughly 3,000 small islands and cays with a land area of about 13,935 km2. It has a total continental shelf area of approximately 116,550 km2. The islands and cays are spread over an area of some 230,000 km2 and are located on 16 plateaus separated from each other and from Florida, Cuba and Hispaniola by depths of 350 – 3600 meters. The archipelago comprises 700 islands and 2,400 cays, of which 29 are inhabited (referred to as Family Islands)...

The economic development of The Bahamas is largely driven by its tourism and finance sectors, which contribute respectively 10 and 11% to the Gross Domestic Product (GDP). (BNSI, 2016b). The fisheries sector plays an important role with respect to foreign currency earnings, assisting the country to meet its food security needs, employment and social well-being. Its contribution to the Gross Domestic Product (GDP) ranges between 1-2% annually, according to data compiled by the Department of Marine Resources. However, preliminary findings from a study conducted by BNSI estimated that the fisheries sector accounts for 20% of the country’s GDP considering the entire value chain including commercial and recreational fishing, fisheries processing, exports, sports fishing and supply for the local market.

National Report on the Status of Fisheries and Aquaculture in ANTIGUA AND BARBUDA

 

OVERVIEW

 

10- 2 mockupThe state of Antigua and Barbuda lies in the Lesser Antilles Island Chain. The islands are bordered by the Atlantic Ocean to the East and the Caribbean Sea to the west. The islands of Antigua and Barbuda are located between latitude 17° 00' N and 17° 44' N and longitude 61° 39` W and 61° 55' W, with Antigua to the south and Barbuda approximately 42 kilometres to the north. The uninhabited Redonda lies to the southwest at 16 55` N and 062 21` allowing for the territory being established as an Archipelagic State in 1982. With a coastline measuring 153km, the islands cover a total land area of 442 km2 with Antigua accounting for 280 km2, Barbuda 160 km2 and Redonda 2 km2. In contrast to the relatively small landmass, Antigua and Barbuda sits on an extensive insular shelf encompassing the inhabited islands with gentle bathymetric relief down to 30 metres depth. This vast shelf along with the Redonda shelf and various offshore shelves, amounting to a total shelf area of 3,568 km2, provides adequate habitat for demersal resources targeted by artisanal fishers. The fishing industry is responsible for half of the agricultural sector’s 2% contribution to the National GDP. In 2020, during the global pandemic, the importance of the fishing industry for its role in food security and securing the livelihood of residents was realized. In 2020, the number of licenses issued to local fishers increased by over 200% over the previous year as people displaced from major industries such as tourism and construction made the transition or re-entry into fishing to maintain their livelihood. At the end of 2021 the number of registered Fishers in Antigua and Barbuda inclusive of 7 Aquaculturist, was 2497 of which 131 were females.

10- 1 mockupAnguilla is the most northerly of the Leeward Islands, geographically positioned at 18.22° N, 63.07° W. The island land mass measures 35 square miles, 16 miles long and 3 miles wide and has a geological make up of predominantly coral and limestone. The highest elevation on the island rises to 213ft, while the rest of the island and its surrounding cays remain relatively flat. The main economic driver on the island is tourism, but fishing as a small industry also generates direct revenue for ~ 400 of the 14,000 residents of Anguilla and contributes roughly 1.2% towards the GDP. Anguilla’s exclusive fishing zone (EEZ) is 85,500km2, and 2,000km2 is submerged shelf. This submerged shelf supports the islands’ fishery and provides an abundance of shellfish products landed locally. The EEZ goes 200nm north into the Atlantic; with this abundance of fishing area, the local fishers only exploit up 35-40 miles.

The fishing industry of Anguilla is still very much un-developed, in the sense that there is no large-scale or commercial fishing industries and the technology, boats and equipment used are mundane. The 2022 record of licensed fishers shows that there are ~96 commercial vessels and ~240 fishers operating in Anguilla’s fishery. Besides one large trawler (16m), most of the fishers operate from locally constructed 5-15m, outboard-powered open hull vessels. The fishing methods employed include: purse seines, line fishing, Antillean or Z fish and lobster traps, speargun, longlines, trolling rods and FADs rods, to capture target species such as jacks, hinds, butter fish, doctor fish, parrot fish, shark etc. The latter methods are used to capture important commercial species such as snappers, tunas, wahoo, mahi mahi, lobster and crayfish. The Queen Conch (Strombus gigas) is also an important commercial species, which is harvested by skin diving or SCUBA.

ABSTRACT

 

8 4 mockupThe Cartagena Convention is the only regionally binding legal agreement for the protection and sustainable development of the Caribbean Sea. Through its pollution and marine biodiversity programmes, the Convention Secretariat and its Regional Activity Centres (RACs) play a critical role in supporting protection of the marine environment and sustainable use of its resources. With the need for more effective regional policy coordination mechanisms for governance of the Caribbean Sea, the cooperation model established between the Secretariat and the Caribbean Regional Fisheries Mechanism (CRFM) should be upscaled and replicated. Within the Wider Caribbean Region (WCR), several initiatives focus on integrated ocean governance, marine spatial planning, and an ecosystem-based approach to sustainably managing shared living marine resources. Linkages between fisheries management, marine biodiversity conservation and pollution prevention formed an ideal framework for existing cooperation between the Convention Secretariat and CRFM. The RAC for the Specially Protected Areas and Wildlife Protocol (SPAW) of the Cartagena Convention supports Governments with information, technical expertise and assistance to develop and implement programs and projects for sustainable fisheries. Through a new initiative – CAMAC, SPAW RAC, builds on the relationship with CRFM to support the: 1) assessment of interactions between human activities and marine megafauna, 2) strengthening of regional cooperation, and 3) identification of recommendations for mitigation. Initial findings show that Caribbean fisheries are mainly artisanal, but fishing techniques and pressures vary between territories, some targeting mainly pelagics on FADs, while others still using nets and traps targeting reef and demersal fish. Most identified significant interaction cases involved sea turtles and sharks, only a few cases were identified for marine mammals and none for seabirds. This type of cooperation can guide how future programmes and projects are developed and ensure integration across the multiple agencies working on regional ocean governance.

Investigating the Effectiveness of Three Different Growing Methods for Seamoss Farming in Saint Lucia

5 4 mockupSeamoss is a common marine macroalgae found globally, that has been cultivated in Saint Lucia for decades. Recently, seamoss production in Saint Lucia has increased significantly, fueled by increased global demand. This is reflected in the price increase of seamoss after 2019 when more people joined the sector owing to job loss on account of the COVID-19 pandemic. The increased production of seamoss has been beneficial to the economic sector in Saint Lucia and may have contributed to the country’s coastal blue carbon store. Increased loss of planting material occasioned by unfavourable weather and sea conditions influenced an investigation into determining the most effective growing methods for seamoss farming in Saint Lucia. Test plots were set established at various locations using three growing methods, namely: a biodegradable tube net, a plastic tube net, and the traditional plastic monoline. The rate of growth of the seamoss and the substrate material’s durability were monitored and compared across the three growing methods. The traditional monoline method proved to be effective as it allowed for the continued growth of the propagule, by promoting the free movement of nutrients and sediments off the plants. However, the plastic tube net, was the most successful growing method since it retained the most propagules during periods of rough seas and had the highest overall growth rate.

4 3 mockupWomen’s empowerment is the process by which females who have been denied the ability to make strategic life choices acquire such an ability. There are gender inequalities in the distribution of power in the Belize fisheries sector. Perceptions on gender equality amongst women in the fisheries sector is that they are not treated fairly, and they do not have equal opportunity within a male dominated sector. Within Belize’s fisheries sector, women are not generally engaged, consulted, or valued; consequently, they cannot fully attain their potential contribution to fisheries management and development. Yet, they make significant contribution to the fisheries sector. Women are involved in pre-harvest activities (preparing meals, vessels, fishing equipment, and bait for fishing trip; planning fishing trips, organizing crew); fishing operations; post-harvesting activities (processing, marketing, sale); and the preparation of fish meals (nutrition). Intensified and focused efforts are needed to engage Belizean women and strengthen their capacity for action across segments of the fisheries sector. This paper draws on the case study of Belize’s interventions to address the issues women face in the fisheries sector to illustrate key lessons of the transformative potential of women empowerment. The interactions of resources (access to material, human, and social resources), agency (processes of decision-making and negotiation), and achievements (well-being and outcome) combine to influence women’s empowerment. Women became empowered by their acquisition of new skills, greater knowledge of the marine ecosystem in which they work, and external interventions. Thus, they were able to influence decisions about their future and with confidence they are more willing to participate in decision-making.

4 1 mockupIn the two decades since the inauguration of the Caribbean Regional Fisheries Mechanism (CRFM) on 27 March 2003, one of its core strategic objectives has been capacity building and institutional strengthening. As part of its efforts to achieve this strategic objective, the CRFM has been providing training opportunities in several fishery related disciplines through cooperative agreements with various regional and international academic institutions, through both degree programs and shorter-term training courses. Additionally, training and capacity building activities have been conducted as part of specific projects implemented by the CRFM. Over the twenty-year period, upwards of 1,650 training and capacity building opportunities have been made available to Caribbean nationals through formal cooperative arrangements and/or project-specific activities. This paper presents an overview of the cooperative arrangements in place, background information on the annual/biennial training courses, and information on various training/capacity building opportunities provided to the CRFM Member States. The information takes into account the related fishery disciplines offered, disaggregated by gender and beneficiary Member States.

ABSTRACT

 

3 13 mockup Fisheries data collection is essential for the long-term sustainability of the sector. Limited fisheries data presents uncertainty at varying levels leading to decreased productivity and economic loss. Utilising new and emerging technologies within the fisheries sector allows for more efficient decision-making since there is an ability to record and report more quickly, comprehensively and efficiently. Spanning a 29-year period, data collection and management in Dominica have seen significant changes. This has included paper-based data collection at landing sites, a data input clerk inputting data, storage of data in Microsoft Access, and data analysis using Microsoft Excel. More recently, however, there has been a shift to utilising electronic data collection forms in Kobotoolbox and analysis and reporting of data using the R statistical software. In this paper, we document the evolution of fisheries data collection and storage in the Commonwealth of Dominica, highlighting the challenges and future trajectory using low-cost and open-source methods and technologies for data collection, data manipulation, data analysis, and reporting. The use of new and inclusive methods of data collection presents a greater scope for the collection of information, leading to a reduced cost of data collection as well as time spent on the analysis and reporting of standardised or automated results.
