Whistleblowing is an important aspect of good organizational governance, involving the act of individuals reporting wrongdoing within their organization. Whistleblowers play an important role in safeguarding the interests and reputation of the CRFM as an organization of excellence.

Whistleblowing involves the act of revealing information about activity within an organization that is deemed illegal, unethical, unsafe, fraudulent or a conflict of interest.

A whistleblower means an Employee, Contractor, Consultant, Vendor or Student who in good faith and on reasonable grounds, reports, attempts to report, is believed to be about to report, or is believed to have reported, an activity that he/she considers to be illegal, unethical, unsafe, fraudulent or a conflict of interest.

This portal facilitates confidential and anonymous online reporting. However, anonymous reports of wrongdoing may also be made by telephone to +501-223-4443 or sent in writing or audio recording via post to the CRFM Secretariat, Princess Margaret Drive, P.O. Box 642, Belize City, Belize.

If a potential Whistleblower has knowledge of or a concern of illegal or dishonest or fraudulent or corrupt activity, he or she should contact one of the persons below, depending on the specifics of the case:
(i.) His or her direct supervisor or Programme Manager
(ii.) Manager Finance and Administration
(iii.) The CRFM Executive Director or Deputy Executive Director, or
(iv.) The Chairperson of the Forum in the event that the alleged improper activity involves the Executive Director


Confidential and Anonymous Reporting

Matters can be reported confidentially with an indication of name and contact information of the whistleblower or, if desired, 100% anonymously, without providing any identifying details.


All inquiries are treated confidentially and securely.


HR related matters

HR related matters cannot be reported in this system, but must instead be discussed with the immediate manager, director or HR.

 CRFM Fisheries Data and Information Access Point (CLICK HERE)

The overall purpose of this database is to enable access to documents (Word, PDF, etc.) and datasets (MS Access, dBase, Excel, and other Spreadsheets etc.); serving both as a data repository and bibliographic database. This database is managed by the CKAN platform and only supports data storage and search (CKAN is not a reporting system); notwithstanding that, it has a small module for data visualization

 In this database, an “Organization” is a group of users (e.g., national fisheries departments and organisations, which upload data and information), with different permissions to interact with the platform; while “Group” refers to a collection of datasets that are related (such as species-specific data, national overview data, bibliographic documents on a particular topic/species).

The Data repository attributes of the Database allow users to upload datasets and documents. This means that the different systems used by the Member States (i.e. Excel spreadsheet, or Access databases) can be found through queries and examined and relevant data can be downloaded, including subsets of the datasets. This system also allows older data formats (FoxPro, lotus, dBase etc.) to be uploaded and used as well.

People can inspect and examine the datasets, make standard analyses (according to the tools and attributes software associated with the dataset) from within the database. Alternatively, the datasets can be downloaded, and more extensive analyses can be made by combining or integrating the downloaded datasets.

Datasets within the database, and documents stored in the database can also be accessed through online searches (google, yahoo, etc.) depending if the document or database is made “public” by the owner.

COMPOSITION & FUNCTIONS

Composition of the Forum

1. The Forum shall comprise:

(a) one representative of each Member of the Mechanism;

(b) one representative of each Associate Member of the Mechanism;

(c) representatives of the following groups, institutions and bodies, approved by the Ministerial Council as Observers:

(d) Fisher Folk Organisations and Private Fishing Companies within the Caribbean Region;

(e) Regional bodies and institutions and regional organisations whose work in the area of fisheries contribute to the work of the Mechanism;

(f) Non-Governmental Organisations whose work in the area of fisheries contribute to the work of the Mechanism.

2. The Forum shall elect a chairman from among the Members of the Mechanism and, subject to this Agreement, shall establish its own rules of procedure.

Functions of the Forum.

Subject to the policy direction of the Ministerial Council, the Forum shall determine the technical and scientific work of the Mechanism and, in particular, the Forum shall:


(a) promote the protection and rehabilitation of fisheries habitats and the environment generally;

(b) encourage the use of post-harvest practices in the fisheries sub-sector that maintain the nutritional value and quality of products;

(c) encourage the establishment of effective mechanisms for monitoring, control and surveillance of fisheries exploitation;

(d) recommend for approval by the Ministerial Council, arrangements for sustainable fisheries management and development in Member States based upon the best available technical or scientific data and information;

(e) recommend for approval by the Ministerial Council, co-operative and other arrangements relating to fisheries;

(f) review the arrangements recommended by the Technical Unit for sustainable fisheries management and development in Member States;

(g) examine and consider action taken by Member States and third States which may prejudice arrangements for sustainable fisheries management and development;

(h) receive reports on new arrangements made between Member States and third States with respect to the conservation and management of fisheries;

(i) receive reports on such activities as may from time to time be entrusted to sub-committees or interest groups of the Forum;

(j) receive and examine the draft Work Plan and Budget of the Mechanism and submit recommendations thereon to the Ministerial Council;

(k) determine from time to time the priorities for the Work Programme of the Mechanism;

(l) approve the staff regulations recommended by the Technical Unit;

(m) undertake such other functions as from time to time may be entrusted to it by the Ministerial Council.


The Forum shall convene in regular sessions once a year and in such special sessions as it considers necessary to perform its functions.
